The kernel-image-2.4.18-bf2.4 package containing the Linux kernel 2.4.18,
contains the rt8139 realtek network card drivers compiled in, instead of a
module. This package is installed by default by the bf2.4 boot-floppies.
The problem is that, when installing a different flavour of this kernel,
e.g. the 686 version, this package contains these drivers as modules, and
hence they need to be added to the /etc/modules file. Failure to do so
results in the network card not being used, leading to confusion among
novice Debian users.
My proposal is not to change this package, but to change the other flavours
containing this driver to be compiled statically instead of a module.
Existing users of the other flavours of the 2.4.18 kernel won't suffer too
much, as the kernel module will simply be unavailable when upgrading to
newer versions.
However, I don't know exactly which flavours contain this problem, so I
chose to report this to the bf2.4 kernel package maintainer.

These bugs have been fixed in modern kernels (2.4.27 or 2.6.8)
included in Debian 3.1 (sarge).
