The runtimepath specified by debian.vim, part of vim-common, no longer
includes /usr/share/vim/addons; on a default install (i.e., where the
user doesn't explicitly add this directory) this breaks a number of
related packages which install files to that tree; from a quick inspection
of Contents-i386.gz, this appears to include at least
  vim-latexsuite
  ocaml-tools
  bicycle-repair
  sisu
  vim-vimoutliner
  gramadoir
  editmoin
  vifm
  asciidoc

The change to debian.vim is not noted in the Debian changelog,
so I take it this is an inadvertent change.

I've not marked this bug as critical, because all of these packages
declare a depndency on vim-common (or at least, they should)
and so are not "unrelated"; however if this situation is not resolved
for lenny then it looks like it would represent an RC bug in many, 
if not most, of the affected packages.

This is an intentional change and is documented in NEWS.Debian.gz,
changelog.Debian.gz (1:7.1-022+1), and vim-policy (which you can see at
[0] or in the vim-doc package).

Most of these packages had bugs filed against them indicating that they
should ship a registry file for use with the vim-addons tool from the
vim-addon-manager package or should document in their README.Debian how
to enable the plugin.
