The eximconfig script has always given the impression that a
default-configured exim will "relay" for localhost. However, that
wasn't true the last time I used eximconfig to write a new conf for my
host.
This caused me to actually lose mail when a badly written "MDA" which
sends mail to localhost:smtp for portability was refused the relay and
dropped the messages on the floor.
I just reran exim.conf and it now catches not only that problem but
several others as well. It would be "nice" if eximconfig checked
configs for changes, or at least offered to diff the existing config
against its idea of a proper config.
I don't know how long that conffile has been in place; maybe this is
now a moot point (but similar issues will likely come up in the
future).

Upstream development on exim3 stopped more than three years ago. As Sarge
has been released, Debian's default MTA is now exim4. The maintainer of the
exim 3 packages has stated that he will not be changing the functionality of
the packages in any significant way, so I'm closing this report. (c.f.
