qmail is not in debian main. there is a qmail-source package in contrib. 
however,qmail 1.03 was released into the public domain as per

Well, the merge attempt was an epic fail.

I'm going to go ahead and close this. Gerrit is getting this all sorted out, and with any luck, we will have a resolution soon. I'm trying to stay out of it and let the process work it's way through.
