That's actually a good question, but I considered that the _packaged_ usb-
modeswitch (and -data) should provide a "workable" solution out-of-the-box.

usb_modeswitch.setup only allows manual switching when the udev detection fails 
and I haven't gotten any bugreport mentioning a failure of this (#574270 is 
another thing…)

So unless someone reports that usb_modeswitch.setup is actually needed, I see 
no 
interest in having it in the package.
