Package: debhelper
Version: 0.2.15.9-2

File: /usr/share/doc/debhelper/copyright

The copyright file doesn't list the copyright holder, but instead says
something of the form: "Copyright: GPL". Please don't confuse the
copyright holder and the license.

I don't know what copyright file you're reading, but it's not the
current one.

This may have something to do with the fact that "0.2.15.9-2" is not a
version of debhelper that was ever released, and bears not the least
resemblence to any debhelper version number ever.
