No.  You are concluding in wrong way.  The real bug exists in

* build script is only for latin1 (I agree Bug #593678 is bug)
* debiandoc-sgml support for building pdf and ps from UTF-8 is broken.
* This brokenness comes from latex code data in debiandoc-sgml and 
  latex tool chain (and lack of expert help to fix it.)

If you want zh_CN.UTF-8, specify zh_CN.UTF-8 in command line to get
support.  Locale name used by debiandoc-sgml is the same ones used by
the system.  zh_CN is always alias for zh_CN.GB2312 on GNU/Linux system.

See /usr/share/i18n/SUPPORTED.

I know GBK and GB2312 is practically the same but minor differences
exist :-)

If you want to use UTF-8 locales, debiandoc-sgml support it for html and text.
(I should say text is not good for CJK).

But since no latex expert helped me to create CJK support data for
debiandoc-sgml, I do not think you can build pdf and ps.

For this reason, we are still using traditional encodings not just CJK
but all languags.  See French is latin1 etc.

You use UTF-8 for po4a files. But let them create traditional encoding
.sgml files.  Build system should use traditional encoding so it can
create pdf files if we are lucky.

So I am closings bug.  Let me think about improving build script to get
zh_CN.
