It seems there is lots of things that must be documented elsewhere,
outside of the debian package. Probably some manual on some website.
But for Debian all the docs should be within some .deb or two. We
shouldn't be required to have a network connection.

There is synaptic documentation in /usr/share/synaptic/html/index.html
and also in manpages (man synaptic).
Therefore I think this bug is resolved and I will close it.
