Hi,
I tested reportbug with using mutt-ng via the command line=20
option --mua. I noticed that it puts the name of the tmp=20
mail file into the To line and thought it is a bug in=20
mutt-ng.
But the same happens with any value for --mua=3D(including=20
mutt).
I think its a bug or do I miss something?

--mua is not broken.  You just need to RTFM:

              Instead of spawning an editor to revise the bug report,
              use the specified MUA (mail user agent) to edit and send
              it.  The option should be used to tell your mail reader
              to interpret the report as a draft message.  For
              examples of how this works, see how the --mutt, --nmh
              and --af options are processed.

Assuming mutt-ng uses the same command line options as mutt, you would use:

--mua='mutt-ng -H'
