Please remove Cinder 2012.2.3-1 (code name Folsom) from SID.

Reasons:
- I have uploaded Cinder 2013.1 (code name Grizzly) in Experimental.
- There is no Keystone 2012.2.x available anymore to support Cinder
from Grizzly, since Keystone is now in version 2013.1 in Experimental.
- It shows on the list of templates for the i18n-english team, and
that is annoying them.
