There is a circular dependency between acheck and acheck-rules:
acheck :Depends: acheck-rules
acheck-rules :Depends: acheck
Circular dependencies are known to cause problems during upgrade, so we
should try to get rid of them.
Probably acheck-rules does not need to depend on acheck.
