        Starting a no-X Emacs with $ emacs -q and then invoking
        M-x customize-group RET tramp RET results in an instant infinite
        loop.

        I was able to reproduce this problem on two distinct hosts (one
        IA-32, running Squeeze, and the other is AMD64, only partially
        upgraded from Lenny.)

        The problem doesn't appear in 23.3+1-4 (Wheezy, Sid.)

You said this issue does not occur in 23.3.
Anyway, the latest Emacs is 24.3, abd I could not reproduce this issue there.
