Hi,

I tried this with "-q" and "-q -no-site-init" so it's not caused
by my "~/.emacs".

Until very recently, and since at least emacs19, clicking mouse1
in the vertical scroll bar caused the adjacent line to be scrolled
to the top of the buffer.  Likewise, clicking mouse3 in the
vertical scroll bar caused the line at the top of the buffer to be
scrolled to the line adjacent to the click.

This behavior has been changed, now clicking mouse1 in the
vertical scroll bar seems to just scroll down a whole page.

In addition, clicking mouse1 anywhere on the "button" in the
scroll bar now bahaves as as a "nop", whereas before, the adjacent
line was scrolled as described above.

I believe that this change took place sometime after the "xaw3dg"
package was upgraded and move into the "testing/sarge" distro,
perhaps within the last week or so.

Needless to say, I find this change in emacs's behavior to be very
upsetting.

You can try compiling with the option --without-toolkit-scroll-bars,
but these days it's mainly up to the underlying toolkit how the scroll bar
behaves.
