Emacs 21 refuses to honor a new default font on frames other than the
initial one. It doesn't matter if the font was specified on the command
line or in the .emacs file. It will only show it in the initial frame
opened but not subsequent ones.

Previous comments indicate that this was fixed upstream in a later version of
Emacs,
nearly a decade ago.
If you still see issues with the current Emacs 24.3, I suggest opening a new
report
directly with upstream.
