Due to new features in wpa supplicant, network manager enabled proactive
key caching in 0.9.8.0, however, without these features, it causes
issues in WPA PEAP access points

I propose that network-manager 0.9.8.0 raise its dependency on wpa >=1.1
until the necessary patches can be backported to the current dependency
version.

I don't think raising the minimum required version is really needed. For
the vast majority of cases an older version will do just fine.
That said, wpasupplicant 1.1 is now available in jessie/sid, so closing
this bug report.
