While woody->testing upgrade it happened that my disk went full. In
spite of that, emacs21 installed and configured succesfully - although
part of files in this packages happened to be empty.

Then I got strange errors while installing different emacs packages
(mainly compilation errors due to lack of function debian-startup, I
got it for instance while installing elib). I tried different method
of reinstalling packages which reported errors - obviously with no
success. Finally I (accidentally) found that file
/usr/share/emacs21/site-lisp/debian-startup.el turned empty, removed
it and reinstalled emacs21. But it really was not easy to be found..

It would really be better if in such case it was emacs21 package which
fails to configure when it is not able to unpack correctly...

This bug has been reported against an ancient version of emacs (emacs21,
emacs22) that is no longer supported. It is assumed to be fixed (or no
longer relevant) in newer releases and therefore I'm closing this report
now. If the problem is still reproducible in the current version
(emacs24), feel free to provide more information and reopen this bug report.
