The QA page for gettext:
https://packages.qa.debian.org/g/gettext.html
says there is a gettext 0.19.3-2 in experimental.
Please remove it, testing and unstable have 0.19.6-1 which is more recent.

At some point this got resolved automatically. Generally this isn't something
you need to file a bug for.
