During a rebuild of all packages using OpenSSL this package fail to build. After looking more into this bug, it turns out this is actually due to OpenSSL 1.1.0 kannel-sqlbox builds fine in testing. Trying to build kannel-sqlbox in testing plus libssl-dev from experimental gives the error message you got. According to config.log, the actual error is: /usr/bin/ld: /usr/lib/kannel/libgwlib.a(conn.o): undefined reference to symbol 'SSLv23_client_method@@OPENSSL_1.0.2d' kannel-sqlbox fails to build in unstable with the same -lgwlib error, but this are two (sic) unrelated issues (see #837663).
