Looking at https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=883807#10 you
will see that the mail closing removal request #883807 was carbon copied to
dozens of email addresses. It removed multiple source packages so multiple
addresses are expected.
But it should be enough to send the mail to <source>@packages.debian.org
for each source package. *@packages.qa.debian.org is not required (as
packages.debian.org already forwards to tracker.debian.org, cf #884930).
<binary>@packages.debian.org is also not required, why would one to send
multiple mails for different binary packages built from the same source
package? This just overwhelms the maintainer with multiple copies of the
same mail...
