You can force racoon to listen to specific IP addresses in racoon.conf
within the listen statement. 
But because the standard port 500 is as well used by vpnc it´s difficult to
get both working in a multihomed dynamic environment. 
For example I have a University link via dhcp and vpnc on eth0 and a private
DSL link on eth1/ppp0. Vpnc cannot be started because racoon already uses
the port. Because racoon uses the DSL uplink to contact its IPsec peer, I
cannot set the IP statically in racoon.conf. 

When racoon.conf would allow to define isakmp port address by the interface
name (like isakmp ppp0 [500];), the problem would be solved.
