I would like to be able to tell racoon to iniciate an IPSec connection
immediately after start up, and not just on demand.
Scenario: dynamic IP on one end, but I often want to connect from the
static IP to the dynamic IP. Obviously I can't do this when I don't
know the dynamic IP of the target network's VPN gateway.
Right now I just ping -c 1 in /etc/networks/if-up.d, but I think that
this is a bit of a hack (needing to specify the VPN gateway IP in two
places, two files to maintain for the VPN config).
