Package: gpsdVersion: 3.20-12~bpo10+1
Gpsd package from buster-backports contains /etc/default/gpsd which has 
GPSD_OPTIONS=“”. It needs to be set to “-n” for NTP to work with gpsd. 
According to the help text -n means “don’t wait for client connects to poll 
GPS”.

Normally I would just reassign to gpsd, however, as per 
https://backports.debian.org/Instructions/ bugs should be reported to 
the backports mailinglist, so I'm closing this report.
