Someday I hope to get some thinkpad-modules-std.kern.ver packages
into the archive which provide "thinkpad-modules". tpctl will depend on
thinkpad-modules instead of recommending it and this problem will go
away.

tpctl runs without the modules installed, but needs them to get
anything serious done. Thus, a recommendation seems like the right
relation to use.
Packages which are generated by thinkpad-source provide the
thinkpad5-modules (soon), and thus can satisfy the dependency. You
just have to first compile your own modules.
Since official thinkpad-modules-std.kern.ver packages will not
exist, I do not see a reason to leave this bug open. There is
nothing to fix.
