I haven't looked into this deeply.  Personally I'd want restart if
running type thing.  Anything else is just scary :)

Indeed, I was tempted to file this as critical, and I actually think 
that it is, but I can see that its debatable.

My reasoning was simply that heartbeat can be so much fun, having
as it does the power to reboot systems, other systems even :) 
I'd wager there are scenarios that would include data loss.

I have drbd, and it was only luck that it was running.  I'm not sure
what would have happenned if it weren't, but I could try it out on
a test system if you want to know.

Let me know if you need a patch.
