Please consider this a followup of #946933.

First and foremost, it is really sad to see that retroarch and its related
packages have not been updated since 2018. And even those were updated after a
bug report I had opened in 2017!

Second, retroarch-assets is stuck at some ancient version (1.3.6 in
testing/unstable and 1.4.1 in experimental). Although retroarch still works
with them, they cause issues in the app's ui (missing icons etc).

Third, due to the old version of the app, cores can not be downloaded anymore,
so the user is stuck with the ones provided by the libretro-* packages.

And fourth, those libretro-* packages from the repo are 4+ years old now, so
they sometimes do not work as they should.

Long story short, retroarch and the libretro stuff need to be removed from the
repo altogether and eerything to be built again from scratch. I know it is a
tough task, so if there is no maintainer to take the responsibility, please
remove them.

I've spent some time over the past few weeks trying to clean up the
retroarch packages; we're now in a state where the
retroarch/libretro-core-info are both at 1.14.0, which matches upstream.
retroarch-assets no longer does releases it seems, but we've got a git
snapshot that is fairly recent (though does drop a bunch of bits that
don't have source or have a license that isn't DFSG compatible).

I've also done some work on updating some of the libretro cores; there
are more that need some love and I'll continue to try to find time to
look at those (though SNES/Megadrive are really where my own interests
lie).
