With the actual kdm the user provided .face.icon is not displayed
anymore.
The settings are correct and the .face.icon is a png or a jpeg with size
94x123. This is shown on older kdm without problem. But now with the

and was removed from the Debian archive afterwards.
It has been superseded by sddm.
