Hello,
first, a small note: if the locales packages is not installed and
locales are not generated, there are no languages available during
wizard.
However, some locales (e.g. fr_CH) are not present in the language
choice. This means that if you can only choose "French" if you have
generated the fr_FR locale.
I am not a locale expert, but I think that the best option would be to
have one icon per locale E17 supports.

PS, this bug was found with the unofficial version the pkg-fso team
maintains. I could not try with the official experimental version
because there is no Illume module there
