ifplugs keeps the interface state up ("eth0: <BROADCAST,MULTICAST,UP>")
which makes certain software believe that the network is useable. I do
not know if the interface needs to be up to detect a cable being plugged
in, but I would appreciate if the interface were not "UP" if there is no
cable plugged in.
