Hi,
Whilst working on the Reproducible Builds effort [0], we noticed that
qcat could not be built reproducibly.
This is because the package ships different contents depending on
whether the test are run; specifically, the modification time of
some files is different.
Patch attached that uses cp's --archive feature to maintain mtimes.
