Hello

Today I tryed to reproduce this problem.

I run:
ntop -u ntop

Works just fine. And after entering the password for the admin account
it can serve pages from http. When the admin user was set it works just
fine to start it using /etc/init.d/ntop.

I do not really see what the error is.
