Gentlefolk:
I've been hit with this bug, and in trying to fix my system I
had upgraded apt to 0.9.1 and installed synaptic and aptitude
(manual download, dpkg -i), all with no joy. I had to (gasp!)
actually read through all the bugs (I started with 669060) to find
out the culprit was libapt-pkg4.12.
I suspect it would be a timesaver for many debianists to have
the erroneous package called out at the top of the bug report(s) in
those nice ellipses and boxes. :-)
