From tlptexlive web page it is declared pmetapost is included. And I tested pmpost of the latest tlptexlive. It seems "pmpost -tex=platex foo.mp" works fine without pmakempx. Of course, foo.mp contains japanese characters which I borrowed from upTeX's example.
