This is the patch http://git.xfce.org/xfce/xfce4-power-manager/commit/?id=6c96bfaee886b278462efaed25c4899de096347b that is supposed to fix the brightness issue. It was released after version 1.0.11, but before 1.1.0, therefore it should be fixed in experimental but not in unstable / testing.
