I've just went ahead and tried that, by simply bumping the xulrunner-dev
and icedove-dev b-deps to (>= 17.0).
The package built fine against those version and the resulting
dependencies look ok also from a cursory glance:

In Iceweasel 17 the (recompiled) plugin seems to work fine. When I
restart Icedove, I get a dialog saying, that the gnome-keyring extension
is not compatible with this version, though.
Maybe my approach to bump the b-deps and recompile was too simple and no
sufficient enough, but shouldn't the package rather fails to build in
that case then to produce a binary which apparently doesn't work with
Icedove 17.
