Right, so how does netsniff-ng then not depend on geoip-database if you need
to have the database to run it?

It seems that there's a "GeoLite City" database available on
http://dev.maxmind.com/geoip/geolite (License CC-SA).
Could this be included in package "geoip-database" too?

Last time, I had a look at geoip-database, it's s simple shell script that
downloads these databases through wget, nothing more. So you might want to
file a bug against the geoip-database package for inclusion of GeoLite City,
probably also for MaxMinds AS databases.

I haven't tested if the successor of "ashunt" in "netsniff-ng 0.5.8-next",
namely "astraceroute" requires these two databases too.

Yes. The latest version of the Git tree requires those databases in IPv4
and IPv6 support. But it does not require the geoip-database shell script
anymore, but has an internal downloader where you can also define mirrors
for failover.
