Send me the outputs of
kpsewhich --progname=dvips --format='dvips config' config.ps
kpsewhich --progname=dvips --format='dvips config' config-paper.ps
and then also the *files* that are mentioned there.
I see that *if* the config-paper.ps is corrupted, then the code in TLPaper.pm
might produce rubbish...
