Perhaps I need to be clearer:

dgit-repos are intended for use with dgit clone, not git clone.

It may be that the maintainer puts other things in the same repo which
are suitable for use with git clone.  That is up to the maintainer.
If you are the maintainer, it is up to you to do whatever you like.

If you are doing automated machinery then the default behaviours of
git clone aren't particularly relevant.
