I talked to udev upstream about this.
Apparently the kernel changed the sysfs layout for ATA devices, so
support for ATA devices was disabled in path_id [1].
Kay didn't remember the exact kernel version, when this changed, but
mentioned something like 2 years ago.

This change is probably the cause why /lib/udev/write_cd_rules is
currently broken and no longer creates any entries in
/etc/udev/rules.d/70-persistent-cd.rules
