It's coming from XSTAR_LIB_CHECK in xstar-check-libs.m4:
: ${LIBXXX()_LIBDIR="$LIBXXX()_PREFIX/lib"}
You can override this by passing
--with-libxml-lib-dir=/usr/lib32
--with-libxslt-lib-dir=/usr/lib32
to ./configure. Suggestions for better defaults are welcome, I don't
have a good understanding of how the multiarch stuff works.
