We can't help you before we know that's the problem. You need to get a log.

Try to log what Icedove is doing with strace.
Try to log what Icedove is inside doing. As you suspect that SMTP is the
problem than you have to set NSPR_LOG_MODULES=SMTP:5 before starting

Sorry, all this tips are written to the wiki. You maybe have to adopt
the syntax to your needs. As I wrote, play around. I can't do this for
you. There is no universal way to find the problem.

You have only tried to set up one account? What provider? As your last
mails come from outlook.com I wouldn't be surprised they handle SMTP by
the M$ way.
What happen if you do this with some other account (on another provider
of course!)?

Don't know that you mean here by command migration.
Don't let me question every thing back, this is ineffective and
frustrating not only me.
