and explain it so that the members can understand. About the debian's
policy,
I can say nothing other than "Debian's issue should be solved in Debian."

Incidentally, removing the --system-cgi option is a wise judgment, because
it is not so important any longer. It is hardly used. Those who want to use
it will install GLOBAL from the tar archive.
