I not sure that this change is correct. If I read correctly this
part of debian/rules:

* why is NCLDFLAGS set for arch ppc64el only?
* I think the line "EXTRA_NCLDFLAGS="$(EXTRA_NCLDFLAGS)"

  define above is useless.
