when /etc/apt/sources.list is configured with tor+http in the uri,
there is no rule listed in /etc/apt-file.conf to parse the uri to send
the request either through regular http (likely undesired) or through
tor. I tried adding the line `tor+http = diffindex-download -i
"http://dists/<dist>/Contents-<arch>.gz" <cache>/<dest>` (copied from
the http entry) but it spit out the error `W: Don't know how to handle
tor+http`
