For the record, I'm in favour of applying the Büsingen exception to tzmap.override. I was not, in the beginning of this issue, but then reconsidered that opinion when looking deeper at what we're already doing for many other places in the world. I applied the patch in git and, unless there is a strong objection, I'll upload tzsetup with that patch, ASAP.
