This will never be implemented. If you want to stop suddenly the traffic without closing aMule, just run "killall -SIGSTOP amule", later run "killall -SIGCONT amule" to resume.
aMule will never have such a button since it is against the ed2k network policy to stop uploading. What's more, even stoppping it will still get you lots of traffic for some minutes since clients will keep trying to connect for some (long) time.
