There are several other such cases where "pool" like defaults are used. E.g. keyservers for OpenPGP and in a sense hardcoding the root name servers in e.g. bind is a similar case.
But in both cases I'd say, that this behaviour is fully expected and therefore justified. Cheers, Chris.
