I confirm that the "Retry downloading bug information?" message comes from apt-listbugs, but I am not sure how you managed to get the following I/O error... What did you do when you received the "Retry downloading bug information?" question? Did you hit [Enter]? Which package manager were you using? apt? aptitude? some other compatible manager?
