So you were without a network link, but all the needed .deb packages
were already in /var/cache/apt/archives/ ... Is this correct?

I tried to reproduce the issue, but I failed to see any unexpected
error: without network access, apt-listbugs obviously complained that
it couldn't get in touch with bugs.debian.org and offered me to retry,
but I didn't get any I/O error.
