Hi,

The scilab source package now FTBFS on ppc64el (#801060). Even if it
could build, the resulting package is unusable (#798652) because it
depends on a java library (bluegen2) with explicitely no upstream
support for ppc64el (#779482).

All this is in the way of the ongoing hdf5 transition (#798256).

In this context I've had a ack from RT (pochu) to request a removal of
scilab from ppc64el. As sciscipy depends on scilab it implies its
removal from ppc64el first.

As a sidenote sciscipy has a very low popcon score (~100).
