That's actually an intentionally removed feature (as mentioned in the
NEWS).

I'd rather see if I can make ifupdown be verbose automatically at bootup
if the kernel command line doesn't contain "quiet". Or do you think
there is a need for enabling verbose output of ifupdown only?
